As per NHAI authorities, nearly all of the construction on the Gurugram part of the expressway is 99% complete, with approximately 90% of the work finished in the Delhi section.

Haryana’s Chief Minister Manohar Lal Khattar revealed that Prime Minister Narendra Modi is set to inaugurate the Gurugram portion of the Dwarka Expressway on March 11.

The Prime Minister is scheduled to arrive in Haryana via the Bajghera border, where he will be greeted by Governor Bandaru Dattatreya, Chief Minister Khattar, and other notable figures. Upon arrival, he will proceed to inspect the four-layer trumpet sections on foot. Subsequently, he will be officially opening the Dwarka Expressway at Sector 84 and deliver a speech to the public.

Constructed at an approximate budget of Rs 9,000 crore, dwarka expressway is divided into four segments, comprising two sections in Delhi spanning 10.01 km each and two sections in Haryana covering 18.9 km collectively.

  • Extending over a distance of 5.3 kilometers, this section will stretch from Shiv Murti at NH-8.
  • It will lead up to the approach of the Rail under the Bridge close to Sector 21 in Dwarka.
  • Notably, a substantial segment measuring 3.5 kilometers will be comprised of a profound tunnel.

  • Covering a distance of 4.2 kilometers, this section commences from Km 5.3 near the Rail under Bridge.
  • It concludes at Km 9.5, marking the border between Delhi and Haryana along the expressway.

👉 Delhi-Haryana Border to approach of Basai Railway Overbridge

  • Encompassing a length of 10.2 kilometers, this segment spans from Km 9.5 to Km 19.5 of the expressway.
  • It passes through various sectors including 102, 103, 104, 105, 106, 109, 110, 111, 112, and 113 in Gurugram.
  • Due to the continuous intersection of sector roads, the majority of this stretch will be elevated and feature dual carriageways with four lanes each.
  • Service roads will be situated beneath the primary carriageway and elevated at significant junctions.

  • Covering a distance of 8.77 kilometers, this stretch begins from the Rail over Bridge located at Basai.
  • It concludes at a cloverleaf interchange near Kherki Daula, positioned at Km 40 of NH-48.
  • Notably, this section encompasses the initial route designated for the Central Peripheral Road (CPR).
  • The construction of the eight-lane Expressway (NH-248 BB) will follow the Engineering, Procurement, and Construction (EPC) Mode, with an estimated cost of ₹1,047.007 crore.
  • M/s Larsen and Toubro Ltd. has been entrusted with the task of developing the 8.76 km stretch.
  • The project entails the establishment of an elevated 8-lane structure for the main carriageway of Dwarka Expressway.

👉 Mahipalpur Shiv Murti to IGI Airport T3 Tunnel

  • A new shallow 1.5 km tunnel is under construction as part of the Dwarka Expressway project.
  • This tunnel will run from east to west and will consist of 4 lanes.
  • The estimated cost of the tunnel construction is INR 350 crore.
  • It will connect the north to the south, facilitating access to Terminal 3 of the Indira Gandhi International Airport.
  • The tunnel will serve commuters traveling to and from Vasant Kunj, IIT Delhi, Munirka, and Mehrauli.

Dwarka Expressway Delay

However, progress was obstructed due to delays in land acquisition, stalling further development. Another contributing factor to the delay was the NHAI’s requirement for 13,000 acres of land, posing logistical challenges.

In April 2011, JSR Construction Private Ltd and India Bulls Private Ltd were awarded the construction contract for the Dwarka Expressway, with a completion deadline of March 31 2012. However, the Punjab and Haryana High Court resolved related petitions in May 2015.

In June 2016, the project came under the jurisdiction of the National Highways Authority of India (NHAI), and the road was redesignated as National Highway 248-BB. At that point, a 14-kilometer segment of the expressway with six lanes had been finished. The project’s scope was broadened to include the proposed Central Peripheral Road (CPR) and a 6.3-kilometer section of the Urban Extension Road-II (UER II).

However, construction couldn’t commence immediately due to land allocation issues between NHAI and HUDA, as the matter of allotting alternative plots to displaced individuals was still being deliberated in the Punjab and Haryana High Court.

In 2018, on May 28, the High Court directed HUDA to provide alternative housing to 72 displaced individuals holding General or Special Power of Attorney within two weeks. This enabled the authority to proceed with the demolition of the remaining houses and hand over the land to NHAI.
